Regulatory Environment

  • The South African regulatory environment is conducive to conducting business. Contracts are respected and enforced by law.
  • No duties are applicable on the import or export of crude oil.
  • Storage agreements are VAT exempt for international customers.
  • OTMS has all the required regulatory operating licenses in place as specified by the National Energy Regulator of South Africa (NERSA).

  • Each tanker is boomed during the discharge and loading operations.

Terminal Operational Attributes

  • The Terminal consists of 9  X 1.121million barrels shell capacity concrete tanks.
  • The 1.121mbbl barrels shell capacity tank size is for the efficient management of crude oil parcels, a suezmax per tank or 2 tanks per VLCC.
  • OTMS can discharge and load crude oil from the tankers at an average of 50 000bbls per hour, but guarantees a minimum of 35 000bbls per hour, thereby minimizing the possibility of demurrage.
  • Concrete tanks have lower maintenance than traditional steel tanks therefore greater all year round availability of tanks.
  • World class volume monitoring and real time access to quantities, with independent surveyors available 24 hour a day, if needed.
  • Minimal operating losses, lower than steel tanks, with a maximum allowable loss of 0.35% per annum.
  • Minimal heels / bottoms.
  • Homogeneous in-tank blends within 48 hrs depending on crude types, real-time in-line blending of crudes.
  • All tanks are interlinked affording the ability to blend between tanks.

Operational Experience

  • Operations commenced in April 2020, with the terminal being 100% occupied for the first year of operation.
  • To date OTMS has handled 18 vessels and 16 million barrels of crude with no reportable HSSE incident.
  • Each tank has been emptied completely when loading of tankers, within the maximum allowable loss of 0.35% per annum.
